newgrounds has nothing to do with your frame rate only the movie size.But some movies do play slower in your browser than when you watch it from your hard drive. Anyways you can definately tell that it's 60 fps but it just is lacking in many other respects like audio.

it's good but

you still need to work on a lot of stuff like your audio and music. I don't know what the hell that was at the credits it was so disharmonic I was about to dig sewing needles into my ears.
